Why do small boats have the wheel on the right side when most vehicles have a left hand drive.?

Nautical rules dictate a port to port page when meeting a vessel. (just like going down a highway in the US for example) Most Ships and smaller vessel either have the helm on the centerline or starboard side. Does anyone know why ?
