It comes in.....I lost my baby at 22 weeks due to an incompetent cervix 10 years ago (since then had two successful pregnancies) and my milk came in at 22 weeks, so yes, your milk should come in. 28 weeks is a milestone, you've ped a lot of the scarier stuff!!!!
